Can anyone tell me where this vacuum pipe should connect to from the fuel pressure regulator ?

Not sure about this engine specifically, but the vacuum connection from the fuel pressure regulator usually goes to the inlet manifold to vary fuel pressure according to engine load.

The single pipe from the Y-splitter goes to the turbocharger.

Ah,this seems to have answered my question as well. Looks like I have the pipe splitter missing.
