Can Power Fold Mirrors, be turned in and out when the ignition is turned on and off, by a T4. ?

No they can't as it wasn't an option.

It can however be done via an add on, Have a search for ultimate remote I think it was called.

Mine fold on lock and unfold when unlocked, im not sure how its been done but there is a wire running out from the fold switch to an ignition live somewhere under the dash.
Simple retrofit and very handy... can easily be reversed too.

Just causes unnecessory wear on motors and gears, just use manually as and when required.
