CO2 from inital manufacture, tyre wear particles, brake dust (albeit BEVs produce less due to regenerative braking), end of life disposal etc. are all forms of emissions. "Zero tailpipe emissions" would be a more accurate term. I don't think that subtle but important difference is widely recognised.
