yes, rings could be used but like youve said, where are you going to to gat a 1mm spigot ring from?

actually, ive just had a brain wave

fit 20 thou shim, or 0.5 mm shim. failing that, use 10 thou of .25mm shim ang go round twice.
a 1mm spigot ring would be quite difficult to manufacture
