ebay was once going to stop Sniping, not to allow bidders to bid in the last few seconds, I reckon they will try this again in the near future.

Unfortunately sniping doesn't prevent shill bidding and thankfully eBay have never considered banning sniping.
What they have considered banning is use of automated sniping sites, that makes sense as use of them is a violation of the user agreement & actively helps shill bidders avoid detection.
Manual sniping, is perfectly fine, and whilst it doesn't prevent shill bidding, the maxim bid once, bid late has always been the smartest way to participate in any eBay auction.
