Could it be the RDS system or those blue boxes that monitor traffic flow.
Something is triggering it and it was not my mobile and I don't think it was WIFI.

It's none of those.
The units receive traffic live data as I've already explained.
They do not receive it through the RDS data or the (now largely defunct) blue TMC transmitters dotted around our road networks
