Dont' think you are, the lower rail was also replaced at the same time so it would have been raised, but they're not xenons just projectors. The lights are too low; failsafe I would guess. I see there are two others with similar problems.
Oh well back to the garage again, I'm now on first name terms with the service manager, this is the 7th problem in the 7 months I've had the car,
