Literally just spotted another while I was typing!
Could it be phones that have Wi-Fi switched on, sending out "handshake" signals, and these phones are in the pockets of folk walking by? So not actually connecting?
EDIT: Ironically, just switched on Wi-Fi on my own phone, and that's
not showing up in the list!
