No, it's not right. The 85-86°C figure is unrelated to the fan 'program'. The slow speed isn't tripped on until it's somewhat above 110°C. The behaviour suggests to me that there's an issue with the printed circuit board. They tend to break down and produce spurious effects as you've reported. If that's what it is, you'll likely have to replace it or ship it to France for Mike to fix it.
