**02UUH - broken down?

Saw a gold Rover 75 reg **02UUH apparently broken down on the M25 clockwise between junctions 5 and 6 at 8.45am. Car was on the hatchings between the M25 and the exit road from Clacket Lane Services, here...

I wonder when that photo was taken, where is all the traffic & even the services look deserted?
