That's why you have a fuel rail pressure sensor.... if it did not have the potential to change.... why have one....
It's this in part that the ron box attenuates...

I doubt the pressure varies that much. The sensor checks it's high enough to run the engine and the regulator, err, regulates it. The 'map' referred to will provide the MPG vs injector duty cycle at constant feed pressure. I suspect a significantly varying feed pressure would render the management too complex.
