The low milage will appeal to anyone wanting a Rover for the long term. To some its let down by being a classic, thus the need to upgrade the seats etc and that cost/time factored into the price/demand. Xmas isnt the best time to sell a car anyway, just wait for the right buyer.

Nothing wrong with as classic - the velour seats hold well when cornering quick and warmer then leather. Less to go wrong too.
