Default Cruise Control retro-fit

yes, diesels are easy providing you have the wiring there already. pull off the switch panel and see what if any plugs are wrapped up in a piece of sponge. Did mine only a few weeks ago

Incidentally, I have retrofitted one (the was loom present) the hardest part was (is) trimming the steering wheel for the switches

yes it can be retrofitted. If you already have the wiring in place it's a 15 min job. if you don't have the wiring in place, you can wire it all up yourself using my how to guide.
