I'd at least prop it up with a broom handle as well just in case the rope snapped .

Russians or Poles, (or something like that).
Known for finding unconventional means.

Quite clever, all bias aside.
Could be made safe as well. Sort of!

To be fair - they have put a tyred wheel under the O/S sill and it's a sure start should someone smoking happen to pass by. Wonder if that is the girl in the playgrounds daddy taking 'shelter', she's not daft as she appears to be placing her open hand over her eyes!!
