laptop battery charging question

when running the laptop from the mains power supply the screen is brighter than running on the battery.

when the laptop battery has been run down, and is running from AC, the battery charges and the screen is bright up to 81% ( on the control panel power meter) the unit then appears to switch over to battery power with the result that the screen dims.
if you pull te powe plug and reinsert it the screen brightens again for about a minute until the battery reaches this threshold again.

as you can imagine this gets annoying and makes the screen hard to view.
is there a setting to change this, or is the battery maybe on its way out.
any suggestions please
