Are you sure someone hasn't tied a couple of fresh herring to your rear box? That could give you a smoke/steam combination...

For every gallon of fuel burned, there's around 7,600 litres of water vapour emitted from the tailpipe. If it burns more juice, it makes more steam. Freezing weather makes it all the more obvious.
