Sounds like the thermostat is stuck open - it probably won't be fully warm after 15mins driving (i.e. at 9 o'clock position) but it should be warmer than it is as the gauge starts to move at around 50degC and reaches 9 o'clock at around 75degC. I assume you also don't get hot air in the cabin? You can fit an inline thermostat, but the proper fix is to replace the OEM 'stat and you may need to do this eventually anyway as the housing tends to develop a leak. Restricted access make it a fiddly and time-consuming job though, so I'm not suprised people go for the inline mod.

Will be pulling the stat out over the weekend, as need to do a coolant change anyway. Also doing the fan brushes, but notice some oil at the bottom of the turbo, hope thats not on the way out.
