can anyone tell me where i can get a owners handbook 02 rover 75classic i need to get my clock working

Try SMC Trading he may be able to help.
Ebay often Have them.
XPart Outlets (Rimmers) can still order them but they are Very Expensive that Route.
What is actually wrong with your Clock?

if you read here we did have a discount with Haynes for the manuals but i don't know if it's still going but wont hurt to make a call :)

To get to your clock you will need to remove some of your dash, Have a read here at a post by Zeb giving details on how to do the work.

Typical Kandyman, I was thinking of Owners Car Manuals,
Not the Haynes Type. :D:D

The handbook lists fuse F3 for the clock (and for memory seats, if fitted).
