just recently had my fathers car(2003 75 saloon 1.8 petrol club se) serviced.

A few days ago the EML came on for a short while and the engine lost power, this lasted for a mile or so then everything went back to normal. yesterday the EML started to flash on and off and since then the car is running erratically.

two questions I'm hoping you can answer.
1: the way the car is running I suspect a faulty coil pack but does anyone know why the EML is flashing, as I've only known them to be either on or off.
2: Is there a diagnostic code reader that I can purchase for a reasonable price that'll work on his car as I'm getting sick of relying on others to diagnose problems.

Not a Petrol person but ensure with this Weather lately that Your Plenums are not blocked or Full of Water.
Rover Ron sells some Good Diagnostic Meters at Good Price which will Read Faults, clear Them Turn off that light etc.
But nothing is ever going to be as Good as the T4 I'm afraid.
Someone with more Info on 1.8's will be along shortly.

The Handbook notes that a flashing EML indicates a serious fault and says you should not drive the car until it has been looked at by a competent garage.

It may be best to adhere to this advice so as to avoid possible further damage to your car.
