I think there is some rule/law that allows the sale of a car if payment hasn't been made or car is abandoned at a business such as a garage

There is a law that if you owe someone,for instance a garage, money for a repair or the like, and do not pay up, after going down the proper channels, you can then sell the vehicle but only for the amount of the money that is owed to you. If you get more than is owed, you must return it to the owner. I think it is called a "LIEN". If it had been left at the garage and a charge was being made for "Storage/Garaging, and was documented properly, then it could be sold under "there being a lien on the vehicle."
