There are manual adjusters on the headlights, one for horizontal (at the side), one for vertical (at the rear). Look for plastic cog wheels, adjust them with an allen key.

You might also have a switch next to the light switch that makes them go up and down.

it's quite possible it's not set to the highest on the adjuster next to the lightswitch ('0' if I remember correctly). Unless the lights/front end has been removed or a bulb has been replaced and not correctly seated.
