Can't get the flap apart!

Can anyone tell me how to take the fuel flap off, there is rust starting to appear inside and I want to take it off and clean/ paint it up.
There's two nuts but they seem to be welded part of the flap.:shrug:

Are the bolts the ones with the torx end? i think you can undo them with a small torx socket, enough to get the flap off but not so much that the bolt goes all the way into the bodywork.
