Seat belt removal - stuck bolt?

I need to change a front seat belt, I can get the top and bottom (black) bolt out no problem.

The golden one for the actual belt unit though I just can't get to move and it's starting to round off.

Is there a knack to getting this off or just some penetrating oil and a huge amount of brute force?

Tap it tighten it and undo it use a good socket and breaker bar ;)
