Washer fault on ZT-T cdti

Both my front and rear windscreen washers failed to work yesterday. The tank is full of fluid and I can hear the pump running yet no fluid pumped onto the screens. After reading several threads on the forum I gather this is possibly due to a blocked filter in the tank before the pumps. Some of the threads imply that the pumps and tank can be accessed via the O/S wheel arch and other threads state that the front bumper has to be removed. Is anyone able to clarify how to access the pumps.
I'd appreciate any information that could help before I start removing wheels or bumpers.

turn the wheels to full left lock, peel back the plastic wheel liner, and remove the pump form the washer bottle, then carefully lever out the filter/seal. be prepared for lots of water ;)
