I know it's cold-air only :duh: but how do I turn it off?

Yep sounds like the linkage has come off.

Attach some holder & use the vent as a mobile cooler.
I did the same as I use mobile with multiple programs running and it going hot sometimes.
There always are advantages in the disadvantages. :shrug:
