can a IPK from another car be reprogramed to work on my car

I think the answer is yes if it is from the same type of car.
I got a set on instruments from a scrap yard and cb750chris set them to work in my car. Both diesels Rover 75's

did you use a t4 to reprograme the instrument panel to work on your car

T4 cannot reprogramme a second hand IPK, it must be returned to virgin state first of all.

Is it a message centre or a lowline IPK you need?

T4 was used but see also marinabrian's reply.

the message lcd on the instrument panel is all lines so a lcd message screen is needed but can the T4 return the instrument panel back to a virgin state

No it can't be done with T4, it requires the IPK to be opened up, the 9356S eeprom removed from the PCB and reprogrammed and reinstalled, then the IPK can be introduced to the car with T4.
