All super clean in and around the hole, seems it's just not producing a strong enough signal at 3mph ish

As I mentioned you should get 48 changes of state for each revolution and end up with something like this:

I bought a car with an ABS fault which had two new sensors fitted at the rear and still didn't work. Turned out they were switching but at twice the voltage they should have. Luckily I had a couple of spare good sensors.
Try DMGRS on here for sensors - at least if there is a problem they will replace them. |

Glad you got it sorted, from my experience I managed to fit plenty of quite cheap ones, they all worked but the air gap was usually the issue and required slight filing at the base of the brass coloured sleeve. With this done the road test resulted in the fix we wanted.
