Last time it was discussed I did me tion that as a concern, however I cannot believe it would increase significantly. Certainly I believe the reduction in ved evasion prosecution would balance any increase in prosecution of bilking. Not to mention saving the various agencies the cost of chasing the evaders. It may though cause a number of redundancies in the relevant department though.
