The above often comes in for criticism, but it has got some good. Caerphilly council have set up a Testing Centre in my home town. The only information about it, is on Facebook, put on there by the one "caring" councillor we have. The vast majority of my neighbours who are not on Facebook are not aware of it's presence. I e-mailed the Council, about the lack of public awareness, about 3 weeks ago. No Response.
