France is seeing the same thing there with drivers who have lost their licences through whatever reasons, Some drink drive bans & are buying the €5000 electric Citroen Ami which doesn't need a driving licence there to drive one because it's classed as a quadricycle, 14 year olds can legally drive them on French roads but they cant be driven on motorways.
