Thanks Duncan,

It indeed appears to be a pulsed signal.
The level on the MK3 pin is high (11.5 V) with nothing connected.
Apparently the ABS ecu pulls the level low in the frequency of the wheel's rotation.
I did pull it low in a pulsed fashion with a test lead and the MK3 immediately started guidance and it also showed a wheel speed in the diagnostics menu.
I will check it out later with an oscilloscope.

I also found a quote on the Bimmerboard forum that said " The MK3 will not update the position with the wheel sensor disconnected".
