The plastic holder is there to help centralise and hold in the cotton reel in the body, i would imagine once the O-ring is in place and the reel pushed over it that should hold it in place, and you could carefully lower it on to the pin in the housing.

I too have removed some PCV filters and the plastic holder as been missing, which i have replaced because i had one spare.
