Hello Steve and congratulations on your purchase. Here's a note which may save you a lot of unnecessary work. Don't rush to fit the new cables. They are very unlikely to be at fault, particularly after only 20,000 miles! I was amazed to find that my handbrake suddenly became easier to adjust and its performance improved when it was time to fit new rear discs! I didn't touch anything else, having set up the cable at the lever some years earlier.
I'd start by trying a simple adjustment at both lever and shoes; you might be surprised seeing as the car has had little use (not good for handbrakes). The next stage would be removal of the disc/drum to check dimensions, clean out and lubricate. Over the years with various cars I have enjoyed great success with this approach. Good luck!
