As Simon mentioned above, it won't be the cables.

Most R75s have poor handbrakes due to a film of rust forming inside the rear drums and acting like a lubricant.--

The normal cure over lets say a month is to gently apply the hand brake whilst on the move. This will have the effect of removing the rust from the drums. The better the polish the better the hand brake will work.

No need normally to have to strip anything down.---
