Definitely a frayed cable; the frayed bit enters the sleeve then sticks. I've now ordered a new one from Rimmers so that should be ok.
As for WD40, I wouldn't use it. It is a water dispersing fluid (though they do other fluids which are not so common to find - WD40 is just the brand name). Oil, particularly penetrating oil, is what you should use. Or if an electrical problem use a switch cleaner like Servisol.
