It is Stewart but on the can it also says: "
Cleans & protects, lubricates, penetrates, stops squeaks, loosens rusted parts, frees sticky mechanisms."
Since your preference is for a penetrating oil it seems to fit that bill according to the manufacturer. I used it recently to lubricate a friend's completely dry bonnet release catch and it was extremely effective.
