I have always been a supporter of the car tax, and latterly ved being levied via an additional fuel duty. The reason behind this is to make fair on those paying it, as opposed to those avoiding it.

It is not a tax for the road use, it is a tax on owning a vehicle and the subsequent impact on the environment/air quality. The additional revenue could (but likely wouldnt) be used to pay for that impact ie the additional strain allegedly placed on the health service - much in the same way additional taxation is added to tobacco.

Those tourists/commercial vehicles etc are impacting upon that environmental impact, and as such, this would go a small way to contribute to it. This would apply to those using badly maintained engines, doing 100k miles per year, making it fair against those who pollute less by doing 1000 miles per year.

It also narrows the disparity between those who burn 1000s of gallons of fuel, even though their vehicles on paper produce minimal pollutants per km.
