Bit of fag packet maths, foreign vehicles are 0.4% of all traffic in the UK. An extra 0.4% of fuel duty (£125m) add on tourists using hire cars here and the fact fuel duty would be higher.
All totalled I'd say it's be £200m extra from tourists and foreign registered vehicles if VED was put on fuel.
