Without a strip down it is impossible to diagnose the cause but with the age of all the cars, it can be any thing from unbonded linings ,seized cables to rotten backplates . Also aged linings can be hard and glazed and aren’t as efficient Obviously the compensator issue is well documented. Hopefully will just need a good service
As for setting up on completion, like every drum brake set up ,you adjust the individual brake first ,then the cables to the lever .
