Dunno. As a buyer, you'll pay the extra VAT on anything purchased from eBay. They don't require any 'confidential details' from you. All they want is the money.
EDIT: I suppose if you were a VAT registered company purchasing the item, then it might be appropriate that a VAT registered seller asks you for those details.
