I guess you could try to sand down till the clearcoat.3 steps, 1500- 3000-6000 3m grid sanding, but very precise on the spot. Some people cut a tiny tiny circkle out the sanding papers and glue them to the back of a woodpencil to create a precise spot on repair tool. After sanding, (wet sanding!) than polish the clearcoat to the shine. Have a look and search at youtube before you start to get the full details about it. Would not try chemicals.
