I have got the same problem & concluded that it is due to surface rust building up as the car is parked outside & not used enough to keep them clean. I went out yesterday to a quiet road and did a bit of hard braking from speed, this has cleaned the discs and reduced the problem considerably. I have got some new discs and pads but I am not going to replace them yet as there is a lot of pad wear left
