Hi Nigel.
At the same time you took out those quick tests did you also make sure that the cooling fan behind the front grill was running when the demist button was pressed, if not then the low speed would not be working, this works in conjunction with the A/C

It helps to give you the cool air, at the same time can you see a silver resistor at about 2.0 Oclock through the front grill or not.
