I would concur that it's probably not the spring which are the problem (they are obviously springing as they are suppose to do) so I would look at the dampers which control the rate of springing.

The standard test is normally to press down on each corner and the car should bounce about once or twice and then settle down. If it bounces more than that chances are the dampers are shot, and what you find is the springs start bouncing at certain frequencies, and at certain frequencies (resonance) you could well find yourself bouncing over the road.
