Lock wire works well on jobs like these. I use it on the rubber ball joint covers. If you have the correct pliers for it they will even make it look neat.

The dust shield has a metal ring in cased in the seal around its base where it fits onto the caliper. I think they is a tiny grove for it to fit into but at the moment, super glue may be better
