Wot he said. Depends on the type of whine but you can have it leak checked/lubricated and recharged for a quite modest sum (look for a recommended local mobile service/independent garage before you resort to someone like KwikFit....).
If the A/C guy does his stuff properly he'll first check the existing charge and then follow an fault elimination procedure.
