They all by pass a bit of oil over time, but if the level is dropping on the dipstick and you are having to top it back up then the seals may have worn. Usually these turbos are pretty much bulletproof, so if you need one then far cheaper to buy used.

I have one that has covered over 410k miles and still going strong on the original seals.
