Hi Mike.
Are the lights removed ? if so the on then drop a little super glue behind the rivet lip, then using a good sharp punch, punch four times the edge of the rivet north, south, east, & west, another drop of super glue wait for about 10 minutes, then spray plus gas on to & into the bolts thread, waiting another 10 minutes then try getting the bolt out.
