Hi John.
Yes they are handed they clip onto a little plastic flap, which through age and being flimsy the clip gets rusty and the tend to just pull off the clip, when the bumper is removed, leaving the clip stuck to the wheel arch liner, as 9.9% of the time you can not undo them because of rust.

I did a mod on these way back but never really published it.

screw could be added through into the flap and then screw from wheel arch into the block.
