I doubt it, would need a massive number of people to be actively involved and lets face it most people will continue to drive everywhere regardless of costs.
I regularly see people around my estate driving off to come back less than five minutes later as they nipped to Tesco Express or the local Co-op which are a few hundred yards away. Doesn't seem to occur to them that they have lower appendages that are capable of supporting and propelling them beyond the end of their garden.
